New Video Card, no power

I recently bought a new video card, the evga eGeForce FX 5700LE 256MB, anyway my computer worked fine with it, for the most part, until i upgraded the motherboard and the power supply. the new motherboard is the Shuttle AN35 Ultra, and its a new 450w power supply. Now after installing the new video card the computer will not power on, when i put in my old video card the computer works just fine. I have updated the bios as recommended by evga and it still doesn't work, i am not sure what i should do. please help, thanks
