New video card issues

Specs: Windows XP, Pentium 4, 3gigs
Just upgraded the graphics in my machine to a new card. Having some serious issues after updating the card however. Upon upgrade i had several small issues most obvious of which is that the Intel(R) 82801FB/FBM PCI Express Root Port - 2660 entry in my device manager now pops up a code 12 system resources unavailable error. The power supply is rated at 600 watts which should be plenty of power, so im assuming that this is caused by a memory resource issue on the motherboard but im not sure how to fix this. Also the card, which is a nvidia 8400gs, has dropped in framerate when playing games like World of Warcraft when i changed from my Geforce fx 5500. While i realize that this may be in part due to the 64bit interface vs the 128bit interface, the rates dropped from 12 to 6, which seems like a staggering jump to me when i went from a 256mb card to the 512mb card. Just needing some help on this since i am not sure what in particular is wrong.

The 8400GS is a pretty crappy card but it's better than the onboard video. Did you disable the onboard in the BIOS? Changed the shared memory amount? Change "Initial Display" to PCIe? Uninstall the Intel graphics driver? Download & install the latest compatible driver for the 8400GS from the nvidia website?
