Specs: Windows 7 Home Premium (64-bit), i5-3317U / 4 GB
What free software can I use to test the performance of my new laptop?

I just bought a Samsung Series 5 Ultra (model NP530U3C-A01US) laptop. The laptop feels a bit sluggish out of the box and I'm not sure if its performing how it should be.

Basic specs:
Genuine Windows® 7 Home Premium (64-bit)
Intel® Core™ i5-3317U Processor - 1.7 GHz
4 GB DDR3 (1600MHz)
5400 RPM 500 GB with ExpressCache™ Technology, 24 GB SSD
Intel® HD Graphics 4000

Just uninstall all of the crap-ware that they installed at the factory.
Then run msconfig>Start Tab and uncheck all except Microsoft and your antivirus program, Apply and restart the machine. This will stop most programs from loading until you want them and speed things up and save battery power.

You have to be a little bit crazy to keep you from going insane.

If you think it is sluggish now then just return it for a different model.

It could be some setting or power/cpu speed issue but I suspect the fact it is a laptop, is the main reason.

Go to a store and try that model maybe.
