New PC will not boot

I thought that I would try something new. I bought a PC kit wanting to put one together. It is an AMD AAthlon XP 2400, 512mb RAM, 400W Power supply, 120GB HDD, XFX MACH 4 KT400ANB ATX Socket A Motherboard, XFX GeForce FX 5200 256MB DDR 8X AGP w/ TV & DVI, Ultra Copper Core Cooling Fan. Now that it is all together, it will not boot up. The panel lights will come on with the CPU and case fan for about 1-2sec and then shuts down. Is there any cause for this or did I just miss somthing. Thanks in Advance

is cpu fan seated properly? and adiquate thermal compound used.?
cpu fan starting when you first stat computer?

Once again, The Greatest Super Hero Alive, The Heat Sink Guy comes to the rescue.
This shoulds like a CPU heating problem. If the cpu heats, the mobo will quickly shutdown the system. Make sure you have your heatsink on properly and proper thermal compound like artic silver. If your using a thermal pad, make sure the plastic wrapping has come of it.

And then, when the Gremlin Indians are closing in for the kill, the Old Cowboy Ranchhand comes riding over the hill to the rescue with IT techs blazing!!
Double check that your Heatsink fan is plugged into FAN1 or maybe CPU FAN socket; any other will cause it to do what you described.

OK so now that I have had time to trouble shoot it again, here is the REALLY FUNNY PART. Like I said, the PC is NEW. Never been run. shut down before it has a chance to get to room temp. But when I remove the CPU the PC stays on. When the CPU is installed, PC shuts off 1 sec after the power is turned on. Cant even get into bios.
