New motherboard & cpu won't boot

CPU/Ram: Athlon XP 2100, 256

I've installed a new motherboard (Biostar M7VIG) with a Athlon XP 2100 cpu. I've also upgraded my power supply from a 150 watt to 400 watt. When I plug the computer in and attempt to boot, I get whirling of fans, a light on the CD Rom but no video or beeping sounds.
I'm pretty much over it by now! Any ideas?!

try reseat the cpu and make sure its fully seated. if i were you, i would check the jumper and make sure they were correct and if it still doesn't work, then the motherboard might be defective.

your motherboard support SDRAM and DDR ram, never put SDRAM and DDR ram together, they won't work. please advice.

The Ram I'm using is SDRAM, no DDR with it, 256 PC133. I've taken both out and reseated them just to make sure and still nothing.

Sounds like it's one of five things,

In order of what I reckon the problem is:

1) Theres a DIP switch on your motherboard which determines what RAM (SDR/DDR) the CPU/Board is to use and that switch is set to DDR when the DDR dimms are empty. Find this switch and make sure it's set to SDR.
2) The RAM is bad
3) The CPU is dead.
4) The video card isn't seated fully or is faulty itself.
5) Something internally wrong with the motherboard which means RMA'ing it.

I ended up removing the cpu, which I had bought through Ebay and was not as advertised, and taking it to a pc tech who took one look at it and told me it was fried. Literally burn marks on the top. So I was ripped off by a seller.
