I bought a brand new mobo and processor, but they will not power up.The old setup still works, so the problem isn't the power supply. How can I tell which component isn't working?
Or should I just send both back to the vendor?? With new gear do I need to prove which part is faulty?

Call AMD support and ask what the procedure/requirements are for processor replacement.
Usually I call Intel and most times it has been the board but chances are with an AMD the board is overseas made and support will be non existant.

There can be many reasons why this build won't power up, including the power supply. Depending on what you are replacing, you may need even twice the power. Even if you send the components back, there is no guarantee that replacements will boot either. Until you eliminate all possible causes for not POST you shouldn't RMA anything. First off, if you return parts that test good the vendor probably will make a notation of that and when you really have a defective part, it may not be as easy to get a replacement. Second, online vendors work on slim margins, so any RMA probably causes them to lose money. This means higher prices for everyone. Building your own computer isn't a free lunch. You have to put in the assembly time and the troubleshooting time. If you are not willing to do that you shouldn't build your own systems.
Now, if you care to troubleshoot this system, post ALL the exact components and what you have done so far. Also what if any activity is observed when attempting to POST.

When I first started fiddling I ruined 3 (count 'em) motherboards, one after the other, the main board was being scratched by a sharp spacer on my case, everytime.
Luckily the fools at PC World did not notice the scratches, and therefore took full blame for it, bless 'em.
My point is that it could be anything at all wrong. Think of the least likliest thing to go wrong, and that'll probably be it, a custard doughnut in your AGP slot perhaps?

If you have removed everything except the processor and board and you still get nothing (no power to fans, no LED) then there is nothing left to troubleshoot. He knows the PS is good so with the exception of a wet dead squirrel laying on the board there is only two possibilities, the board or the processor. This obviously assumes one has tried all the jumper positions and other obvious problems.
