New Hard drive - Blinking cursor

My HD crashed and died over the weekend, I tried to reinstall windows on it but had no success. Bought a new drive (Maxtor DiamondMax 22). Installed the drive as normal alongside a second drive I added to the machine a few months ago. So in anticipation of a night of re-installing everything, I booted up the machine and... NOTHING!! Nothing but a flashing cursor in the top left corner. I can't get BIOS, I can't even get text or a DELL logo. I have tried all the drives in the system and even booted with no drives and still no different.

PLEASE HELP

there are no jumpers on the 4 pins to the right of the data and power ports

sorted it I think, i removed one of the memory sticks and it has booted up so i'll see if we can get it going.
