New Hard Drive a paper weight?

Hi everyone, I just got a new Western Digital hard drive off ebay, and I am having problems installing Windows XP on my dell. When I first put it in I got this message Warning: Dell's Disk Monitoring System has detected that drive 0 on the primary EIDE controller is operating outside of normal specifications. It is advisable to immediately back up your data & replace your hard drive disk by calling your support desk or Dell Computer Corp. So I ran the Western Digital Lifeguard tool for the drive, and I got this message after the test. At the top it gave me a smart error and on the bottom it said one or more current or worst case attributes are below threshold. So does this mean the drive AI just bought is a paper weight?
