new build boot problems

hi, i have a strange problem with booting up my pc in that sometimes when i try to access the bios all that appears is a dos cursor in the top left corner and a band of blue along the bottom (the rest is black), all i can then do is power down or reset.. sometimes the bios does open correctly but then hangs or if it does allow me to alter paremeters when i f10(save/exit) the pc wont reboot, the screen stays on stanby and the pc doesn't beep (which often happens @ startup also!? I've flashed and updated the bios but hasn't made a difference to it. This pc is a new build (spec below) and i have accessed windows98 with it, but this problem is causing me no end of grief as sometimes it works.. often it doesn't! any help or ideas would be great
