Recently, I purchased a 22" Samsung monitor (3000:1, 400, etc.). I then purchased an AGP video card so that I could benefit from the "digital" resolution/revolution.

It seems that booting up (especially) and coming out of sleep mode take longer than before. I don't know if this is to be expected, but my question is this:

After a normal reboot, and after log-on, and after it "seems" as if all the extensions have loaded, the screen goes black several times for several seconds. Is this normal?

Yes if it's anything like most modern lcd screens it has an auto adujusting feature. Mine does that every time I go in and out of standby or turn on and off my pc. It will have a small and long window appear in the center saying it's auto adjusting. The bigger the screen the more time it takes for the screen to auto adjust, which is prob what you are seeing.
