Need some help - neighbor's Xmas PC

Specs: windows , 2 gb
my neighbour bought new pc for xmas. the dell monitor only had a 15pin vdu connection but the desktop only has a 24 pin connection. today they bought a 24pin adaptor but the keyboard was not functioning which has 4 pins. i was at the registration stage of setting up but no keyboard. i switched it off at mains point and switched back on and something blew. i checked both mains leads in the monitor to save changing the plug fuse and they both work. the back of the dell where the power supply plugs in has a 10mm small square which is colour red. do you think the fuse in the power supply has blown? if so what size ampage fuse fits into the power supply and it is easy to change? he's had nothing but problems with the store he bought from before xmas and he wants it working asap. there are still green lights flashing on the back where the mouse and keyboard plugs into but i suppose this is an internal battery? would be grateful for your advice and replies and will follow up with any questions.

Tell him to return it ASAP.

Absolutely. Return it to the store. If you (or anyone) starts messing with the hardware or OS install, you'll void the Warranty, and then your neighbor will be sol.
