I got a new Intel D865PERL board; I've been trying to install it. First, I realized I didn't have the power supply hooked up (the 2x2 plug was a new one on me); but now I have a brand new power supply. Here's what happens though:
1) I hook everything up;
2) I power on from the front panel;
3) The system runs for about 10 seconds, then powers itself back off.

I have checked the connections from the front panel; the power supply; taken the battery out and let it set for 10 minutes, then put it back in; removed the RAM chip; removed ALL peripherals, then reinstalled the video card; and finally unplugged my DVD rom drives, leaving just the two hard drives and the video card hooked up. It still comes on, runs for 10 seconds, then powers off. I never get any beep codes; the monitor never comes on; nothing does anything.

I've seen a lot of great reviews for this board, so I don't think it's a bad board; and it was brand new and ordered online, so I'm loathe to return it so quickly thinking it's just a bad board. I want to run the gamut before I do that. So please give me some ideas why it won't boot. Thanks!

I have the same mobo. Last week the PC shut itself down, then at reboot informed me that it had undergone 'a thermal event'. (it had overheated)

The thing also told me to have it serviced right away.

So I removed the heatsink and fan (both were packed with dust) and cleaned them out.
I also cleaned out the whole case. It's running perfectly, once again.

I've had this board for 1 year now.

Make sure you have a good heatsink and fan. Make sure you have adequate thermal compound. (paste or pad)

P4s will shut themselves off to prevent permanent damage due to overheating.

Oh, also!

This mobo requires you to remove your AGP video card before installing the RAM.

(or adding more RAM)

Make sure you have the CLEAR CMOS jumper on the mobo set to the NORMAL OPERATING POSITION. (its in the mobo manual)
