Need help with a Foxconn mobo

I've been trying to help a friend in another state over the phone with this. He's trying to build a computer for his sister, (see: cheap). I tried to talk him into an ASUS mobo but he went with a Foxconn. Here's the setup he has..

Foxconn K7S741GXMG-6L mobo
duron 1.3 ghz
pc2700 ddr ram 512


He's gutted and rebuilt a couple pc's but this is his first total build. He's got everything setup properly from what I can tell but he's not getting a video signal to the monitor. When the power button is pushed, all the fans come on and the drives spin up but there is no beeps or anything. At this point I'm ready to say his problem is that he bought a Foxconn board, but I'm open to suggestions. Thanks for any help and my friend thanks you too

You should ALWAYS benchtest a motherboard before installing it the case, that way, you're certain the board is good before connecting all the drives, cards, etc. Tell him to remove ALL cards but video...disconnect ALL drives (HDD, optical, floppy)...unplug mouse & any USB devices. If he has more than one stick of RAM installed, remove all but one, & unplug all case cooling fans.

He should be left with the PSU, motherboard, CPU w/HSF, video, one stick of RAM, keyboard & monitor...nothing else. Make sure the PSU is connected properly & if the board takes the square 4-pin ATX12V1 plug, make sure it's plugged in. Double check the wiring to the case's front panel. Then use the ClearCMOS jumper to reset the BIOS & try booting up....

It's very unlikely the problem is just with the video. No beep indicates a problem preventing even the most basic booting functions. But even under those circumstances the drive will spin up and do a self-check procedure that many will mistake for it booting up.

He needs to verify the RAM and cpu are firmly installed and any motherboard jumpers are set correctly. He needs to disconnect all the drives and remove all the cards except video and then see if he at least gets a posting screen. Then begin installing and reconnecting the drives one at a time to see if any of them are at fault.
