If it works then you have restored the machine to the same as the day it was purchased (software wise). You will then need to do Windows Updates and set the machine up the way you like it again from scratch.
If it does not work but the hard drive is sound then you can probably purchase from Toshiba Support a set of Restore Disks which can do the same thing without paying 'him' any more money. You might have to show ownership to Tech Support but that should be about all.
Having to remove the hard drive does not make sense if he is selling you a recovery disk he made from the machine. You may (if you followed the recommended procedure when new) made this recovery disk set yourself so look into where you kept the original paperwork for the machine, that will save you time and money if you have it.
