Need help configure Basic Desktop for USD $400 all inclusive

Specs: Windows XP/Windows 7, AMD OR INTEL
Need a desktop for downloads 24X7 and also to multitask with MS Office documents and watch at least 720pp videos(if possible full HD videos)-Need LCD/LED Monitor along with keyboard and mouse..I'm not a gamer and seldom play Need for Speed 2 on my Laptop(HP-Core2Duo)..Would prefer a 64 bit OS-Don't require the OS though. Would love a TV digital TV tuner card along-with the config to be able to watch & record TV channels on the PC.. How about the following rigs (suggested by a friend-I'm a total newbie and not at all an expert, not even a novice)..

Have you added up the cost of either of those lists? Without links that is more work than I care to tackle. Just off the top of my head I can't see building anything complete for $400.

Are these pre-configured systems or are you (or your friend) picking & choosing the parts? I wouldn't consider the 2nd one due to the limitations of the mini ITX form factor.

The 1st one needs a lot of work. The CPU is an Athlon II X2 (not 2x2). You should be able to get an X3 for about the same price. And you should go for a better motherboard based on a newer chipset with USB 3.0 support. 2GB RAM isn't enough, VIP power supplies suck, & based on what you plan on using it for, a 500GB HDD isn't big enough.

@OtheHill: Yes I've added up the costs of all of them individually-The first one comes about USD 385/- and the second comes to around USD 420/-. And yes, I'm located in India... the USD prices are converted for your reference using INR 50=1USD..

I apologize for not giving you the links for the above as I won't be purchasing the said parts online or from a website.. I plan to purchase the same from the local computer market and then putting it all; together. Thanks for trying your best to help me out though! I certainly appreciate your time & patience!

@riider: Well, this would actually be my first desktop-Never actually felt the need for it as I was using my HP laptop for my university and personal use till date but i need something that is always online and can take care of my downloads for me and help me a little with my online research for my university projects, as my laptop can no longer handle the stress and literally heats up after it's been operating for a few hours...

Thanks for your inputs... can you please suggest the combination of motherboard & processor I should opt for and the quantity of RAM & if I would need a Graphics Card OR something which has a Graphics card onboard already? Thanks so much for your input, help & advice!

@jefro: Thanks for referring me to the website... But I'm kinda lost there because ordering it from the website and incurring shipping and customs cost wont make the said desktop config viable for me currently.. But I will surely work on getting the same config or at least close to it locally and check if the costs of the same add's up to something I can afford. I'm also working on the inputs from riider currently to find something more apt and adjust my budget accordingly!
