If you're using a 32 bit version of Windows 7, it can't use more than 4gb of ram, and if you install 4gb Windows itself can't actually use all of it.

The 4gb virtual memory address limit for 32 bit operating systems.
An example of 3gb working better than 4gb in a 32 bit operating system.

See Response 6:

If you're using a 64 bit version of Windows 7, you can install and use up to the max ram capacity of the mboard.

See response 5 in this for some info about ram compatibilty, and some places where you can find out what will work in your mboard for sure:
Correction to that:

Once you know which module ID strings (part numbers) work in your mboard, you can get them from anywhere you like that has ram with those ID strings.

The NEC 9616 is an antique. It uses very old 72-pin SIMMs which must be installed in pairs. The maximum memory it can handle is 128MB (4 x 32MB). Try looking on eBay, or maybe a dumpster outside a computer repair shop, lol.

In that case, you can't install, max, even the recommended minimum amount of ram for Windows 7 or Vista. It's probable Setup will refuse to load either of those operating systems because of that.
XP would work poorly with 128mb installed - there would be a lot of thrashing from the hard drive because it would have to access the page file on the hard drive a lot more than if you had 256mb or more.
2000 has a lower recommended minimum amount of ram than XP.
ME or lower will work fine with 128mb of ram.
