Seems 42127 cab is a malware that's copies itself to the System Restore folder and shouldn't cause trouble untill you do a system restore... don't know if that's how it went, but it's now besides the point... so the solution would be to logon in safe mode, first using the Last Know Good Configuration option, and if that won't go, use the Safe Mode option and disable the System Restore to be followed with system scans with your antivirus application and favorite antimalware.

If you can't logon in any of the Safe Mode options, you will have to repair the startup with the Vista DVD.. The microsoft articles cover all the necessary instructions.

Start your computer in safe mode
