For some reason, I can't utilize the top inch of my desktop. Whenever I open up a window (i.e word, excel, the internet) it opens up fine but starts about an inch below the top of the screen (I can still see the top portion of my desktop as I am working). Also, the icons on my desktop wont even let me drag them to the top. I have tried everything I can think of, I tried maximizing the windows - doesnt work, tried a system restore - doesnt work, and tried to drag each individual screen upwards - doesnt work. And heres the kicker.. I have two separate users on this computer, and it only does this for the one I am using.. not the other one. HELP PLEASE!!

If I understand correctly you are saying you see the desktop (ie the image set as your background image) and it extends all the way to the top of the screen, you just cant move anything there? Or can you not see the background image at the top of the screen?
Try changing the resolution and see if that helps - right click on the desktop -> properties -> settings -> move the slider for screen resolution.

If that does not work I would just suggest that you create another user name for yourself and see if that one works. If it does work then just copy everything over into the new user account and put the issue behind you. It would probably be the quickest sollution instead of trying to track down whatever is set incorectly for your video card or in windows.
