my screen goes dark when I plug in my laptop

Specs: Windows XP
when I plug my laptop into charge it, the screen goes extremely dark and I then cannot use it. I have the brightness up as high as I can get it.

There is a short somewhere. Try a different outlet & try another power supply. If neither of those work, it's inside the machine.

There are 2 different brightness settings, one for connected to power supply and one for unplugged power supply.
Did you change the right one?

I am wondering is the psu is at fault and is maybe an OEM one or not the correct one for your laptop.Try another correct one as Guapo suggests.

Paul - how do you know that without knowing the make and model of the laptop?

None of the laptops I have used, required changing the brightness when running from either battery, or psu (with or without battery installed)

check the Powersave option in Win7.
At the bottom of that window, you'll find 2 settings.
one for battery mode and one for power supply mode.

When changin brightness in battery mode, it has no influence on power supply setting.
Therefore you might get a darker screen on battery and power supply mode.

Make and model doesn't matter for that.
