My Philips Iqon PC won't start up

Specs: Windows XP
My Philips Iqon PC wont start up.

I've tried to start in safe mode, and it looks like it's going to work (scrolling screen) but hen the screen freezes and nothing happens, what can I do?

It does the same screen rolls to 'agpCPQ.sys' and stops at that. I tried the F8 menu safe mode with command prompt and got the message

windows could not start bvecause the following file is missing or corrupt:
<windows root>\system32\hal.dll.
Please re-install a copy of the above file.

this may sound dumb but does this mean re-installing from my windows XP disc that came with the PC? Or if I installed Vista from another disc would that just make things worse?
