My PC needs time to start up!

Recently my PC needs some time to start up after i opened the main power switch. I would like to ask - is it possible it is due to the fault that i had my cpu tower moved from my table to the ground therefore power had drained away?
However, there are 4 rubber stands at each corner of my cpu tower bottom so that will prevent power draining...am i right?
Also, it only will happen after i had my main power switch turned off for a night and on the next day it will not start up unless i wait for around 15min...
Anyone can help with this problem?? Thanks for all replies.

are you serious? electricity is not like water that it will just "drain" away...
what do you have under the "start up" tab in msconfig? start...run...type "msconfig"...press "ok"....select "start up" tab
