My PC has a major faut, any ideas?

Specs: irrelevant, Intel Celeron dual core
Apologies if this has been covered in a previous thread, i have a MCP73VT-PM motherboard within a Packard bell Imedia 2215 PC. It turns on, the HDD spins up and the CPU fan spins up then goes to normal speed but there's no power light on the front, it stays on for three seconds then turns off. I have tried:
Removing all cables including the internal USB header cables (no change)
Removing all the RAM (there is no beep)
Clearing BIOS clock and settings with the jumper (no change)
Using a different power supply (same fault occurs)
Obviously it's the mobo or processor but can anyone tell me which? or would it be both?

Is it a decent quality unit or a $15-20 cheapie? What's the make/model, wattage & amperage specs?
