Specs: Windows XP
when i start formatting its boot s and get to windows starting and goes off or searching for previous windows

Please explain more completely. What are you trying to format? What are you formatting from? What are you trying to achieve? What (if any) are the root problem that is making you try to format?

Formatting main drive to reinstall OS? Formatting main drive to upgrade OS? Formatting old or new secondary hard drive? Formatting external or auxiliary drive? If OS upgrade, to what OS? From XP or what? IF upgrading from XP to Windows 7, have you run the Windows 7 upgrade test from the Windows 7 website (IMPORTANT)?

Do you understand what formating does? It wipes the drive (or partition) of all data & sets up the file system (usually FAT32 or NTFS) so that the drive can be used for data storage or an OS can be installed. The fact that you're seeing anything other than operating not system found means that you have not successfully formated the drive.
