Do you have the monitor cable connected to the video card? If you do, then it obviously works. The HD 3450 is a low end / low power card. It does NOT require the 6-pin PCIe plug-in. Don't be concerned about things that don't apply.

As stated above by kuwese, if you don't have SP3, the 1st thing you should do is download & install it:

http://www.microsoft.com/en-us/down...

After that's completed & you've rebooted, then download & install the AMD/ATI video driver:

Post your system specs, Your video card make and model, your power supply make, model, wattage, and amperage on your 12Volt rail(s), and everything you have tried.
Are you able to access your BIOS set up? Have you set up the correct video adapter in your BIOS?
Is it AGP, PCI, or PCIe video card/motherboard?
Does your video card require a 6Pin PCIe connector? Does your power supply have one? Are you using a Molex Y adapter to power it? Is the Molex Y adapter plugged into 2 Molex plugs on different wire bundles?
What exactly do you see and hear.

You have to be a little bit crazy to keep you from going insane.

If the PC doesn't recognize the video card, how did u run DXDIAG?

Your video card is Radeon Hd 3450 512 MB (low profile). Get latest driver from AMD website.

Also get SP3 from MS website.
