My PC does not boot up

Specs: Windows XP
My desktop PC with D845WN motherboard is zapped and does not boot up. I have a P4 CPU, the grease is very dry on CPU & heat sink. I checked power supply voltage, they are OK(12V & 5V). I replaced AGP video card, but still no boot up. I checked the button battery voltage it shows a little low(2.75V). Anydody have an idea where to check next?

I need make it clear by saying "boes not boot up". I see the power supply cooling fan runs, CPU heat sink fan runs, No beeping, no sound, no bios screen, nothing. Onlything I have is just black screen. I will appreciate if you give me any clue.

... no no just take them out and try one on its own

... see if its ok then.

... if its ok try just switching them over it might cure it without expense!
