my monitor shuts off when i turn my PC on

Specs: Windows XP Service pack 3, Single Core processor/ 2.0GB RAM
OK, a few weeks ago my girlfriend was using my computer while i was away on vacation. She calls me one day and says that my computer wont turn on, that the power button wasn't doing anything. Well when i got back i found out that it was the power supply, so i went to the local computer store and bought a new one. My old one was a 300W and my new one is a 400W but now when i try to turn my computer on, the monitor shuts off. The monitor works just fine, if unplugged from the computer it will turn on, and even display the RGB screen but the second i plug it into the computer, the light turns orange and it goes to sleep mode. I've even hooked another monitor up to my computer and it does the same thing :/
Any help please?

2 different monitors, same problem. Its not the monitors. Likely the motherboard was damaged when the PS went south. If it has a graphics card you can remove & try the onboard graphics, do that. If that doesn't work, disconnect everything you can, eg: hard drives , dvd burners, pci cards, all but 1 stick of ram, etc and see if you can get to the bios screen.
