My monitor does not turn on at boot up

Specs: Windows XP
When i turn my computer on the monitor will not turn on.The green light of the monitor is on and i try to turn the monitor on and off and sometimes get bright lines all the way down the screen.Sometimes it will come on after some patience and repeatedly turning on and off.I have tried taking out the leads and reconnecting them.

If you can, try connecting a different monitor to it. It could be a bad cable or the monitor itself is faulty. If another monitor works, you'll know what the problem is. If another monitor does the same thing, it's the graphics adapter.
