There are a few things that you can try.
Turn on the PC & tap F8 until the menus appears. Choose last known good config or safe mode with networking. If you can get into one of those, download, install, update & run anti malware from

Run msconfig, go to the startup tab, disable all, click apply, ok, reboot & click ok again.

At last resort, try F11 to access the recovery partition. All saved files will be lost if you don't have them backed up. I'm sure that all your backups are in place, right?

The EXE fix you use is quite different for various operating systems - you have to use the right one. You don't say whether you are on XP, Windows 7 or whatever (operating system). Let us know this, and which EXE fix you used.

You can also use System Restore if you know when this problem came along and you still have an appropriate restore point.

This issue is nothing to do with hardware.

Always pop back and let us know the outcome - thanks
