My friend's computer will not RUN any application

Specs: Windows 7
I can't get it to run any application or program like Adobe, or Internet Explorer, Can not download anything that requires to RUN a program, Can't Scan. Is this a virus or did something get accidently deleted?

Re-install Windows with whatever disc was supplied (Windows 7 disc or Recovery disc), or restore the system from the Windows 7 system image which you should have made when Windows was running okay.

The utility to make a system image is built in to Windows 7 so there is no excuse not to do it. If you did not make one, that was very unwise.

There may be a factory recovery partition on the hard drive which you can access by pressing a certain key as soon as you switch the PC on.
Check the user instructions.

Did you try booting into safe mode & running a virus scan? Did you try System Restore?

Try installing and running Malwarebytes.

Note that sometimes you can only install Malwarebytes in Safe mode - in that case, loading Safe mode with networking is required in order for it to be able to update itself.

Ignore the part about loading your latest System Restore restore point unless you did what the guy in that Topic said he did in the first post - loaded a previous restore point.

(Windows 7, right?) If it won't run anything you may need to fix the EXE file association first. Go here:

Ignore the DOWNLOAD HERE box and scroll down to the blue box and download the EXE fix. Read the instructions as you'll probably have to use the MERGE option to install it.
