my w2646 e machine wont power up how do i check my psu and can i use one from a dell desktop

You can only check a suspected faulty PSU by fitting a new one unless you have the necessary testing eqipment & some electrical knowledge.

The PSU in your Dell may not have sufficient output wattage for your emachines PC, and may not have the correct connector-plugs for the drives in it.

You can try the Dell PSU just for testing purposes if it has the right connectors, but if it works you really need to fit a new one.

If you're 100% sure the PSU is connected properly, the switch on the back of the PSU is ON, & you get nothing (no lights, no fans, etc) when you press the power button, it's pretty likely the PSU is bad. There is no easy way to test it other than to swap it out for a known good PSU. A Dell PSU may work, but you provided no info about the Dell so it's impossible to say for sure.

And just an observation, you could use more RAM.
