My dell latitude d610 locks up or freezes up

Specs: Windows Vista
MY DELL LATITUDE D610 LOCKS UP OR FREEZE AT START UP. it freezes up or locks up as soon as i powered it and nothing works. it only brings on the screen (dell logo, www.dell.com, latitude d610 series, and under the loading it also write bios revision A03 and because the board is Intel so it also brings up Intel logo with Pentium m written inside and that is all). no key works out and it can be on for the whole day but will not load up to the next screen or boot. i removed everything from the board. eg like the hard drive, optical drive, network card, usb card, in fact everything plugged to the motherboard was removed and left with only the main board and i plugged to the power and still same problem. i change the memory and the CPU with well known working ones but still. i also relised that, the fun is not spinning so i change the fun too but still it will not work. i clean the board with a brower but still it just stuck at power up and now i need your help please.

It sounds like either the BIOS in the motherboard is corrupted, or the motherboard is a goner. It looks like you are going to have to buy a new motherboard for now.

Well the problem is that the computer is freezing in the BIOS, which the computer has to complete in order to boot off of a hard drive or CD drive, making it impossible to restore the BIOS. The only last possibility of fixing it might be doing this:
