My CPU wont boot

Specs: Microsoft Windows XP Professional, 2.405 GHz / 958 MB
When I turn it on the fans just blow with power lights but it does not boot...Not unless I hold the power button to shut it off...Unplug it and then hold the power button in for thirty seconds...Then Plug the power cord back in, fans blow for like two seconds then it boots up as normal....

The term CPU is frequently mis-used.
The case most of your computer components are inside of IS NOT A CPU !
A CPU - central processing unit - a.k.a. microprocessor or processor - is the large IC (integrated circuit) chip that is installed on the mboard that is most complicated chip on the motherboard of the computer.

Usually when your computer will not boot normally, there's nothing wrong the cpu - processor - or the mboard - something else is wrong.
It sounds like your power supply is failing, but check out these other possibilities...
