My computer won't open win 98

My dad got this old computer and i've been trying to use it but when you turn it on first a screen that says gateway comes up after that a black screen that just say Microsoft window 98 comes up it has the c:\> and i've tried different commands but it just won't open win 98 could this mean that it was uninstalled?

At the C:\> prompt, type DIR /P & press ENTER...are directories & files listed?

Yeah, likely a DIR will only show COMMAND.COM. The previous owner owner probably did a FORMAT C:/S which would have formatted the drive and installed only the system files. Booting up after that gives the 98 splash screen for a second and then the prompt.
