Your power supply is apparently 450WATTS (not volts) but you need to supply complete information on the power supply. You need to include Make, model number, and Amperage on ALL of the different rails (list the Amperage on each of the voltages, especially the 12Volt Rail(s)) for us to determine if the power supply is marginal for powering your system including your 9800GT graphics card.
It sounds like the power supply was marginal in powering your system and possibly a cheap model and it may no longer be providing sufficient current to power your system.
Supply this information and we can tell you better.

You have to be a little bit crazy to keep you from going insane.

It doesn't matter how old or young you consider the powersupply. Answer the questions. If you are not confident with opening the case to look at the label on the side of the powersupply then take it to a tech. Dust buildup can lead to overheating problems but this would not usually manifest on a cold start. Weak powersupplies do exhibit problems on cold starts as that is when they are under greatest load.
