My computer will not boot even to BIOS, help?

Specs: Windows XP, AMD Athlon II x3 / 2GB 1066 RAM
I have GIGABYTE GA-880GM-D2H , 2GB Patriot 1066 RAM (x1) , 500Watt PSU, A PCI Express Radeon HD 56xx video card that I have left in and had out as well to test to see if anything will show up on the screen. When I power it on with the video card, all fans will work and spin, however they will spin, slow down, and spin, spin, slow down, spin. And continues that pattern.

Nothing comes up on the screen that I have it hooked up to. I really have no idea what to do at this point but please. It has no OS yet, I just assembled everything.

The speaker will not beep. This is another problem. I usually look to the BIOS speaker to beep which is hooked into the motherboard (it is detachable). I don't know if its dead or what but it will not beep at all. I don't know what to do at this point. Please someone let me know if you have the same problem or know what is going on. Thanks.

No operating system has been installed yet. Like I said nothing is happening, nothing on screen. Thanks everyone in advance for your answers.
