Why are you reformating? The beeping is a code that's telling you what the problem is. Is there a mix of long & short? A repeating pattern? Or just constant long beeps?

Generally, a constantly repeating beep means a memory problem. But since you didn't post the make/model of your board or BIOS, it's strictly a guess.
