Disconnect one of the CD-RW or DVD drives. Then see if the one left runs. If it don't, disconnect it and plug in the other drive and see if it works. If neither work, install a new IDE cable. Then see what happens.

Did it just quit working?

How are they connected? Primary slave, master, etc?

In BIOS, are they set manually (or to auto?)?

Did you set the jumpers on the back of the drives? One should be master and the other slave.

Try this.
Create a Restore point and back up the registry.Open regedit.
Look for;

HKEY_LOCAL_MACHINE\system\CurrentControlSet\SetControlClass.
Key name: {4D36E965-E325-11CE-BFC1-08002BE10318}
Value Data:[Delete all value data from upper and lower filters]
Note-Do not delete the key or the multi-string values. Delete only the data values.
Exit regedit and reboot.
