My cd-rom drive doesn't read cd

CPU/Ram: Pentium III 500 mhz

I've recently formatted my hard-drive, and I wanted to restore my computer with a restore disk. So I insert the disk, and then he asks for Master cd 1. So I insert master cd1, but he doesn't read it. Can someone please help!!!

I want to borrow a CD-ROM drive from my dad, so I can install windows on it.
But I am wondering if that is possible!
