Try a different USB port.

Is it a USB caddy with a power supply or does the USB port provide the power?
Sometimes a motherboards USB port is unable to delivered the required power.
The solution is then to use a powered caddy or an external powered USB hub.

What is you caddys capabilities?

When everything else fails, read the instructions.
