Did u set TV input to HDMI?
Does it display in a PC monitor?
The PSU is crap, a good 700W unit starts from $70. A good 450W corsair unit is all u need.

What is said above about power supplies is 100% true.
Try the oboard video and see if u get display on it.
try the graphics card on another pc to make sure its not damaged or faulty.
If it worked on another pc then u might have a weak psu that cannot supply enough power
