moving horizontal lines on monitor

I have an old 21 inch monitor which has been working fine until recently. Every once in a while i see these horizontal lines (stretched from end to end) on the upper half of the monitor. They blink, move around, and finally disappear. I'm tryin to figure out if my grapics card is going or if the monitor is about to break.
i have a geforce2 Pro (64mb) and i awhile back i noticed that the fan on it was broken. I managed to put another fan very close to the card in the computer and up until now i havent noticed any problems.
Does anyone know what is causing this problem? Thx
Well the only true way to find out is to either try a different video card or monitor and see if the problem persist. Yes, when the video card fan stopped spinning it could have damaged the card, then again your monitor might be on it's last legs as well. If you have the money and a Best Buy near you go out and get a monitor or video card, being that Best Buy has a return policy of 30days you will have plenty of time to figure out what is causing the issue.
