Mouse responding only sometimes

I am trying to fix a computer and the mouse is only working sometimes. It will work very poorly for like 30 seconds, then stop working and then after around 5 minutes of fiddling with it, it will work again for a few seconds.
It's not the mouse, as I plugged in a couple of other mice. I thought it may be the PS/2 port but when I plug in a USB mouse the same problem happens.
Now according to the user the power went out while the computer was on, so I think this is what caused the problem. Why would the port sometimes work for a brief amount of time? The keyboard works fine (plugged into the other ps/2).

If ps2 and usb work same way, and other mice work the same way, I would suspect a possible virus.
When all else fails beat the $%!* out of it!!!

I don't think it is a virus. I just booted DOS from disk, and I have the same problem.

Another thought I had while driving down the road was this. What size PS is in the computer? If it's undersized, the extra load could be what's slowing it down? Just a thought, not sure if it will do that.
