Make sure the PS/2 mouse port is enabled in cmos/bios setup.

If the the PS/2 mouse port is enabled in cmos/bios setup, and it's cord is okay, the mouse should already work while booting.
A serial or USB mouse will not be able to move the cursor the first time you boot until you get to the desktop and Windows detects them - you have to use your Tab key to toggle which choice is highlighted (the active one is either highlighted or has dots around it), then press Enter to execute that highlighted choice, until you get to the desktop.
