I'm operating a Dell Latitude D800 Laptop with an OS/2 mouse pad. The mouse or cursor has a mine of it own. It wonders all over the place, it freezes up for mintues at a time, it drifts down and times and up at other times. What may be the problem and how may I fix it.

Perhaps you have to turn off the built in touch pad / "joy stick thingy" (yes that IS the technical term ;-) ) ? It could be that you keep brushig against it.
Alternatively the mouse is broken. My optical mouse moves sideways accross the screen for no reason every now and then.

I have a laptop like this for my school work. The reason is three part.
Part one: the mouse is heat sensitive, therefore, if you have your hand near the mousepad, not touching it, it will move your mouse.
Part two: If you apply to much pressure to the area around the mousepad, (not touching the mouse pad, I am talking about the open area where there is no keys or mousepad) This can make your mouse move also.
Part three: Dust can EASILY get trapped around the sides of the mousepad, try blowing hard on the perimeter of the pad. (could use a cheap can of compressed air too)
Also, try letting go of the mouse, wait about 10 secs and try again.
My personal opinion, the touchpads are garbage, I have never liked them, if you have a mouse stick option on the keyboard use that, it will very very rarly fail. If you dont have a mousestick then invest in a external mouse, because you will have so many headaches with that touch pad! PC manufacturers are tring to move away from the stick mice, not sure why I like them alot more its either cheaper to manufacture them or they make more in replacment parts. At any rate, you can cget a cheap laptop mouse with a retracable cord for about $20.
