mouse not working

I when into msconfig uncheck the box for the mouse to work and of course I can't get back in with out the mouse is there a way back in to reset the startup programs

I assume you use an USB mouse. Try a PS2 / serial mouse instead.
You could always use just the keyboard to recheck the mouse module in msconfig.

press the 'windows key', then 'R', then type 'msconfig' and then press 'enter'. You can then navigate within msconfig using 'arrow' keys and the 'tab' key
