mouse freeze on start-up

I'm trying to help my sister-in-law who's got a computer my husband threw together and shipped to her. I don't know what's happened prior to this but she says that when she turns her computer on now her mouse freezes. It's taking longer to come on and get to the desktop and when it finally does, her mouse is froze "with the hour glass running" and she can't move the mouse. The hour glass never goes away. She's not computer literate at all so she doesn't have any more info than that to give. I'm SO sorry for the little info I'm giving but if I ANYONE has even a clue to head me in the right direction I'd appreciate it. I searched mouse freeze til I was blue in the face here so that's why I'm posting now.

first, try the easiest fix...a known working mouse. If the problem persists, then it's most likely a software problem, like a bad driver trying to load. To check if it's a driver, have her start up the computer, then hit F8, and choose Safe Mode. If all goes well in Safe Mode, then it's a driver of some sort. She'll need help troubleshooting the problem at his point.

It's not the mouse. Boot into safe mode & see if the mouse works. Assuming it does, the PC's probably infected and/or loaded with spyware
