The cost of a new MB & PSU would no doubt exceed the cost of a new replacement computer. You could install the old HD as a second HD. Your graphics are dated. Or you could get a barebones system, which usually comes with case, PSU, MB, processor/hs/fan. You add memory, video, HD, KB, mouse, monitor. Buying replacement parts for propietory machines is expensive.

I recently diagnosed a bad PSU in a friend's e-Machine, and did a Google search using the PSU's model # to check for replacement part info. He was able to order a replacement PSU for about $50 plus s/h. I suppose you could do the same thing for the motherboard, but don't know how much it would cost. If there is any way you can afford it, I would agree with OtheHill ... build a new PC.

The safe thing to do would be to purchase from Emachine. Otherwise you need to make sure they will fit in the Emachine case.
Note that a change of the motherboard will probably mean that you will no longer be able to use the Emachine software that came with the system. Check with Emachine about that.
