Motherboard/BIOS Help

I recently purchaced a new Asus K8V SE Deluxe motherboard. I have installed all brand new parts (CPU, Video Card, HD, Memory, Power Supply) to the motherboard according to the K8V SE Deluxe User Guide.
When I plug the computer in and turn it on, I can see the motherboard LED light up green and the power supply seems to be working. However, I do not get any signal to my monitor or hear any system beeps. I have double checked the SYstem Panel Connector. I have tried switching the video card. I am also sure the monitor is functional. I have never had it working since I bought it. I cannot boot from the optical drive.
Does anyone know any other troubleshooting tips? What is probably the problem? Will the BIOS work if there is no RAM installed? (I do have it installed though).

Have you moved the CMOS clear jumper?

Try reseating the CPU. Lack of memory would cause beeps.

i dont think you will get image on screen without ram. the only 100% certain way of ruling out ram problem is substitution

possible short. try removing motherboard from case and try booting up. don't set on conductive material.

Okay, So I tried: -re-seating the cpu -taking it out of the case and booting with only vid card, keyboard, memory, cpu, monitor attached. -taking out and replacing the memory. -i can't find a jumper for the cmos anywhere.
I still get no signal to my monitor and i still do not hear any beeps with start up. the cpu fan is running and there is power.
Does anyone else know how fix this? I don't have any other memory dimms so is it a big probabily that it is the memory? please help. thanks
