If the hdd is greater than 2gb, you have to use fat32.
If you then find the pc/bios does not see all the hdd's capacity, go to the hdd makers website and download their drive manager which will overcome this limitation.
Good luck - Keep us posted.

Partition it with Fdisk and make the partitions smaller than allowable.

You can usually upgrade the bios for that problem. But an easier and safer solution is suggested in response #1. Hard drive manufacturers supply software to overcome this deficiency of the bios.

The motherboard bios date to look for is June 1999 or later to support more than 32 GB.Partition into at least 2 partitions to make sure the Windows 98 tools(fdisk and format report no errors). These partitions should be smaller than 32 GB.To get Fat 32 answer Y(es) to the first question asked when you run fdisk to allow large partition addressing or LBA.If the above date is not right then you need the install diskette from the manufacturer of your hard disk or Ontrack overlay program from this website. http://www.doslife.com/stuff.html Good luck.
