motherboard problem

i just bought new bundle with P4 1.9 processsor and DFI motherboard. After i assembled it and tried to connect power switch, nothing happened. I have only Power LED working and thats it. I tried another power supply, with breaker and it eventually starts computer but it wann't see my video cards. They say their AGP supports only 1.5v, and my card is Matrox G450, which should be fine. then i changed it to ATI 128 Rage 32 Mb with no avail.
Any idea what can it be?
